OVSD's Felix Avila Names 2019 State HR Administrator of the Year The Ocean View School District is pleased to announce that Assistant Superintendent of Human Resources Felix Avila (photo: left) is the 2019 Personnel/Human Resources Administrator of the Year, as announced by the Association of California School Administrators (ACSA). According to the ACSA Awards Committee, Mr. Avila was selected from among 265 high-quality nominations received this year as part of the annual awards program.

OVSD Superintendent Dr. Carol Hansen and her leadership team surprised Mr. Avila with the good news this week. “We are so proud of Felix for his ongoing commitment to our employees and the collective bargaining process,” said Dr. Hansen. “His focus is ultimately on making the Ocean View School District and its schools the best possible learning environment for each child we serve.”

“I am humbled and honored by this recognition and want to give credit to my HR team for the support they provide our employees, association partners and the Ocean View educational community,” said Mr. Avila, upon learning of his award. “We recognize that our work with employees impacts student achievement, and we are committed to making OVSD the Destination District in Orange County.”

Mr. Avila has served as the District’s Assistant Superintendent of Human Resources and Chief Negotiator since 2014. During that time, he has worked closely with District and union leadership on building greater capacity in labor relations, particularly on the District’s Partnership of Administration and Labor, or PAL, efforts. He was recognized by ACSA in 2018 as its Negotiator of the Year for California.

According to the ACSA website, “We offer our sincerest congratulations to all of this year's nominees, who without exception represent the excellence and commitment of California's educators.”

The 2019 statewide recipients will be honored at ACSA’s Leadership Summit, which will be held November 7-9 in San Francisco. More information about the ACSA awards program can be found at https://www.acsa.org/About-Us/Awards-Program.
