Julianne Hoefer, Ph.D., Interim Superintendent

Julianne Hoefer joined Ocean View School District as the Assistant Superintendent, Educational Services in August 2018.  Prior to joining the Ocean View team, she spent more than 25 years as an elementary teacher, reading teacher, site administrator, and most recently Director, Educational Services in Fountain Valley School District.  In addition, Dr. Hoefer is committed to developing new and emerging leaders as an adjunct professor and dissertation chair for the California State University, Fullerton Doctoral of Educational Leadership program.  In 2018, the Association of California School Administrators awarded her Curriculum and Instruction Administrator of the Year for Orange County and California.       

Dr. Hoefer is committed to building and supporting administrators’ and teachers’ abilities to meet the needs of all students.  As the Assistant Superintendent, Educational Services, she oversees learning for students in preschool through eighth grades, professional development, after school child care, special education, English learners programs, discipline, health, parent involvement, social emotional/mental health supports, and more. 

Dr. Hoefer earned her Bachelor’s Degree in Child Development, Master’s Degree in Educational Leadership, and administrative and teaching credentials from California State University, Fullerton.  She earned her Doctor of Philosophy in Urban Education and Public School Administration from Claremont Graduate University.

Keith Farrow, Assistant Superintendent, Administrative Services Division

Mr. Farrow was appointed Assistant Superintendent of Administrative Services, also known as the Chief Business Official (CBO), effective July 2021.  In 2022-23, Mr. Farrow completed the CBO Induction Program through the Fiscal Crisis and Management Assistance Team (FCMAT).  Immediately prior thereto, he served as the Fiscal Director for the Ocean View School District.  Mr. Farrow’s previous experience also includes serving in every capacity of the Fiscal Services Department in Public School Accounting for more than a decade.  Mr. Farrow received a Bachelor of Science in Accounting from the University of Phoenix.
