Visit the California Commission on Teacher Credentialing for information. The web page gives information on they types of credentials and the requirements needed to obtain such credentials.

To teach in our District, you must have a teaching credential or an Emergency 30-day Substitute Teaching Permit. Fingerprints must be cleared by the Orange County Department of Education prior to employment.

You must have a BA degree and have passed the California Basic Education Skills Test (CBEST). Call the Orange County Department of Education for information about the Emergency Substitute Teaching Permit and fingerprint clearance. You can contact them at: 714 966-4306.

You must apply for your renewal at least 6 months prior to your credential expiration date.  Credentials must be renewed on the CTC website at www.ctc.ca.gov. For instructions on how to renew your credential please click here.

A teacher with a multiple subject credential must take the CSET - multiple subject test.  A teacher with a single subject credential must take the CSET in the single subject area of your credential.

California requires that you must demonstrate proficiency in basic reading, writing and mathematics skills in English by passing the California Basic Educational Skills Test (CBEST). You must take the CBEST if any of the following conditions apply to you:
• You are applying for a first teaching credential or service credential.
• You are applying for the issuance or renewal of an Emergency Permit.
If you have not taught during the prior 39 months, regardless of the credential you hold.
You are applying for admission to a California Commission on Teacher Credentialing (CTC) approved teacher preparation program.

Certificated and Classified employees will receive a paid leave of absence for the entire period of jury duty service.

When completing your application, please be sure to follow instructions carefully, fully and thoughtfully respond to each question, and attach any required documents. If you do not respond to each question or attach required documents, your application may not be considered. Resumes may be attached to applications, but cannot take the place of fully completing the application, including your record of work experience.

Refer to the job description attached to the posting for minimum qualifications of the job you are applying for. You must provide verifiable paid or non-paid experience in the Record of Work Experience, or in the other spaces provided, which must include dates of your experience. Leaving the Record of Work Experience blank or not providing dates and job duties may result in your application being screened out of the recruitment.

Start early! Do not wait until the last minute to complete your application.
Fully disclose any and all prior convictions.
Call the Classified Personnel Office PRIOR to the application deadline if you have any questions.

There will be an application screening to verify that the minimum qualifications (education and experience) have been satisfied. We reserve the right to limit the number of candidates to those deemed most qualified for the particular vacancy.

The written exam date and time are typically on the job posting. Please be sure to mark your calendar and reserve that date and time so you are available in the event you are invited for the exam.

Applicants will be notified via email whether they are invited to participate in the written exam.

The type of exam depends upon the classification and the nature of the job. Depending upon the knowledge, skills, and abilities required to perform the job duties, the exam may consist of one or more of the following:

• Evaluation of your training and experience on your application and supplemental
• Written exam
• Oral technical panel exam
• Performance test or assessment exercise

Read the posting and the job description. The written examination questions are based on the duties, knowledge, and abilities listed on the job description. Instructional Assistant positions will include a study guide for the Instructional Assistant Competency Exam.

Make sure you know when and where the exam will take place, and what you need to bring with you. Plan ahead and do not be late. No one is admitted to an examination after the instructions begin.

• Follow instructions. Listen carefully to the proctor's instructions. Ask questions if you do not understand something.
• Budget your time. Do not take too much time on one question, which takes up  valuable test time.
• Read the question carefully. Read all possible answers and pick the best answer. 
• Check your work if you've completed the exam and time still remains.

For most recruitments, you will not be eligible to retake an exam until the next time a recruitment is opened. If you took the Instructional Assistant Competency Exam, please contact the Personnel Technician, at extension 1403, after at least 2 weeks have passed since you took the exam to see if you are eligible to retake the portion of the exam you failed. 

• Study and know the job description
• Know exactly where the oral technical exam will be conducted and be on time
• Dress in professional attire
• Project a positive and enthusiastic attitude
• Show how your education, experience, and accomplishments have prepared you for the position
• Be prepared with examples of how your qualifications relate to the position

Check the bulletin board at your site for job postings. Be sure to submit your completed application by the deadline listed.

Check www.EdJoin.org. All classified recruitments are posted, and applications accepted on EdJoin. Please review the minimum requirements for the position in the job posting and make sure your application reflects that you meet those requirements.

Interest Cards: Interest cards can be completed electronically on the District’s website. Check out the job descriptions and indicate your interest in as many classifications as you like. As soon as we post and begin taking applications for that classification, we will send you an email inviting you to apply. 

Don’t wait until the last minute to complete your application! If you run into technical difficulties, have questions or don’t have all the necessary documents required, you may not have time to correct these issues before the application deadline. Once the application deadline has passed, there is no way for us to accept your application at a later time.

Don’t rush to complete your application.

Read the minimum qualifications carefully. If you meet all of the minimum qualifications, be sure to indicate that on your application. 

Example: If the position requires a typing/keyboarding speed of 50 words per minute, and you state you keyboard 45-49 wpm, your application will be automatically screened out.
Example: If the position requires 5 years of experience, be sure your employment history and dates verify that you have that 5 years of experience or your application will automatically be screened out.

Attach all of the required documents to your application. If you have problems attaching your documents, contact EdJoin help line at 888-900-8945. If you cannot locate the necessary documents or won’t have them in your possession by the time the application is due, please contact the Personnel Commission Office ASAP. There may be other alternatives available.

Be sure to answer ALL of the questions on the application. If you do not have a response you must indicate n/a or you will not be able to submit your application.

Put thought into your responses to all of the questions on the application, particularly the supplemental questions. Your answers will be evaluated to ensure you meet the minimum qualifications for the position and may be used to compare your experience to others that are applying.

Be thorough in describing your experience working at Ocean View. The people reviewing your application are not necessarily Ocean View employees so you cannot assume that they know who you are, what your job is, and what types of duties you are required to perform in your job.

Check and double check your application before you submit it. It may be good to have someone else review it for you as well.

If the Personnel Commission has recruited for this same job classification within the past year, we may already have an eligibility list or hiring list from which we provide candidates to interview. Once we create an eligibility list, the list is valid for one year, or until we no longer have enough interested candidates for interviews.

A permanent or probationary classified employee is eligible to enter the Professional Growth Program if they are taking courses that reflect increased knowledge, understanding and skill in the employee’s regular assignment. This includes both full-time and part-time employees. Substitutes and temporary employees are not eligible.

An employee may earn credit by taking courses at universities, colleges, community colleges, trade schools, or adult education or attending training programs/conferences. One (1) point is given for each semester unit. Quarter units are converted to semester units. When twelve (12) professional growth points have been accumulated a lump sum payment of nine hundred dollars ($900.00) is made for a fulltime employees working 40 hours per week. Part-time employees will receive a pro rata amount based on the ratio of his/her regular assigned hours per week at the time the required number of points are approved by the committee.

Once you are ready, contact the Personnel Commission Office and ask for a complete Professional Growth Packet or you may also download a copy from our website at www.ovsd.org/pc. In the packet you would fill out a Declaration of Intent, Prior Approval and Verification Form of courses being taken, and Application for Payment of Professional Growth Increment when twelve (12) professional growth points have been collected.

Please call the Personnel Commission Office right away. In addition, please send a letter or an email to our office, which can be placed in your personnel file, indicating the reason for your resignation. Although the schools are closed, the Commission Office can begin planning so we can arrange for your replacement or a substitute prior to school starting. We can also notify the school of your decision as soon as the Principals return in August.

The District must give written notice to each of its classified employees who are assigned to work less than 12 months, indicating whether or not it appears the employee will have a job with the District for the next school year. This reasonable assurance letter should be given to you on or before the end of May. Please keep in mind that this letter is not a guarantee but a reasonable expectation that your job will continue in the fall. Should something happen that your position must be eliminated or your hours reduced due to lack of work or lack of money, you will receive an official 60 calendar day notice of your layoff. Your position cannot be eliminated nor your hours reduced until 60 days from the date of your layoff letter. This 60 days can occur during the summer recess period.

In order for all of your employment records to be updated, you need to come to the Personnel Commission Office with one or more of the following documents:

• Social Security Card: You will need to apply for a Social Security Card with your new name. This name is the legal name that will be used on all of your employment documents. This is a requirement in order that your employment records coincide with the information the IRS has on file for tax purposes. Call the Personnel Commission Office for information about the local Social Security Office or check on line.
• Marriage Certificate: If you have health insurance with the District, you will need to bring in a copy of this certificate within 30 days of your marriage in order to add your spouse to your health insurance. Reminder: If you have a new address, phone number or email address, you will need to let us know.
• Citizenship Document

If the PC has recruited for this same job classification within the past year, we may already have an eligibility or hiring list from which we provide candidates to interview. Once we create an eligibility list, the list is valid for one year or until we no longer have enough interested candidates for interviews.

Hint: Whenever you see a job posting for a position you may be interested in, apply and go through the testing process. Even if you aren’t interested in the current position or you don’t want to leave your current job just yet, if another position becomes available within the next year, we will use this same hiring list. If you didn’t apply and test when the job was posted, you will not be eligible.

Current permanent District employees shall have seniority credit added to their final passing scores in the selection process. One quarter point is added for each year of service to the District in a permanent position, but not to exceed a total of five points. To earn a quarter point, you must have completed more than six months of the current year.

This means that only permanent classified employees may apply for the position. If you are an employee who was laid off and currently working as a substitute or you are still in your probationary period, you may still be eligible to apply. If you are not sure that you qualify, please contact the Personnel Commission Office as soon as possible.

Be sure to notify your supervisor or Principal. Depending upon your position, they may be able to make an accommodation. However, you should also fill out a Transfer Request Form or a Request for Change in Hours Form, and submit to the Personnel Commission. This will insure that you are notified of any openings throughout the District that may meet your needs.

Fill out a Transfer Request Form. These are available in the Personnel Commission Office and are also located on this District website under Classified Forms. Transfer requests are valid until December 31 of each calendar year. Once you submit the form to the PC Office, we will notify you of openings that meet your criteria. You can either accept or decline to interview. All transfer requests are kept confidential.
