Citizens' Oversight Committee

  • The Measure R Citizens’ Oversight Committee (COC) is comprised of seven (7) members that provide oversight of Measure R bond expenditures. Measure R was passed by voters in November 2016 and will provide $169M in general obligation bonds for the improvement of school facilities in the Ocean View School District.

    Current Measure R Independent COC members, according to category, are:

    • Community Business Representative(s) - Libbie Rector & Sal Hanna & Sally Frost

    • Active member of a Senior Citizen Group/Organization(s) - Ellen Riley & Kenneth Inouye

    • Taxpayer Organization Member - VACANT

    • Parent/Guardian of Child Enrolled in OVSD - VACANT

    • Parent/Guardian of Child Enrolled in OVSD, Active in Parent Group - Victoria Vu & Crystal Mayer

    • At-Large Community Member(s) - Mark Bixby & Sean Stowell

    The COC's purpose is to review expenditure reports to ensure that Measure R bond proceeds are expended only for the purposes set forth in Measure R, and present to the Board in public session an annual written report about Measure R. After a bond authorized under Proposition 39 is passed, state law requires that the District’s Board of Trustees appoint an Independent Citizens’ Oversight Committee to work with the District.     Meetings scheduled for the 2022-2023 school year are from 5:15 p.m. - 6:15 p.m. on October 17, 2022, January 30, 2023, April 24, 2023, and tentatively for July 24, 2023. Meetings are all open to the public and are held in Building A at the District Office, located at 17200 Pinehurst Lane in Huntington Beach.
