Bio for Mr. Felix Avila
Assistant Superintendent, Human Resources
Felix Avila has worked in public education for more than 30 years. He has served as a middle school and high school teacher, a school psychologist, an elementary school assistant principal, an elementary and middle school principal, a director of Personnel Services, and as an assistant superintendent in Human Resources. Mr. Avila joined the Ocean View School District in May of 2014. In 2018 Mr. Avila was awarded "Negotiator of the Year" and in 2019 Mr. Avila was named Personnel/Human Resources Administrator of the Year by the Assiociation of California School Administrators.
As the Assistant Superintendent for the Human Resources Division, Mr. Avila oversees the operations of the Human Resources department, which includes the New Teacher Induction Program, Insurance Benefits, and Worker’s Compensation. Mr. Avila works closely with the Personnel Commission Director in the recruitment of classified staff. He also works collaboratively with school site administrators and program directors to recruit, select and assign certificated staff. Mr. Avila is the designated District representative in employer-employee relations and collective bargaining.
Mr. Avila is proud of the collaborative work and effort put forth between the District’s Administration, the Ocean View Teachers Association and the Classified School Employees Association, Local Chapter 375. OVSD and the Associations continue to build a positive and trusting relationship, creating a work environment that attracts and retains the best employees. Student success is supported in OVSD through the dedication of its teachers, classified staff, and administrators.
