Ocean View
School District provides a full range of services and programs to
meet the needs of a diverse student population, including special
education. It is the goal of the District to provide programs and
services to ensure the unique needs of students are met.
Consideration is given to the educational and nonacademic needs of
the student based upon assessment data, teacher input, and parent
input during an I.E.P. The goal of Ocean View School District is to
deliver high quality, research-proven special education services by
highly-qualified, skilled professionals.
Ocean View School District is part of a five district SELPA
(Special Education Local Planning Area.) The West Orange County
Consortium for Special Education (WOCCSE) includes:
- Ocean View School District
- Fountain Valley School District
- Westminster School District
- Huntington Beach City School District
- Huntington
Beach Union High School District
These five districts have joined together to provide special education programs and services to students with special needs. The districts developed a local plan that explains how state and federal laws relating to special education are implemented. A copy of this local plan is available for public review at the District office and at the office of the West Orange County Consortium for Special Education located at 5832 Bolsa, Huntington Beach.

Adapted Physical Education (APE) services are specialized physical education instruction and services for students with identified unique needs, specifically gross motor. The fully credentialed Adapted Physical Education Specialists, Jen Hwang and Bryan Leipper, follow legal guidelines and standards including program, credentialing, curriculum, and best practices to identify, assess, plan, and implement quality physical education programs. APE may also be part of a collaborative class taught by other school personnel including general physical education teachers, special day class teachers, and instructional assistants.
The APE department in Ocean View School District consists of a four-person team serving students age 3 years through eighth grade in 15 schools. The physical education program is adapted to meet the needs of each identified student through modifications and accommodations, rather than the student being required to adapt to the conditions of the program, as with adaptive physical education programs.
The District’s Adapted Physical Education staff, Specialists and Instructional Assistants, possess an exceptionally broad knowledge and expertise to assist students in developing age appropriate gross motor skills, games, fitness, and lifetime recreational and leisure skills. Staff travels to every school site in the district each week to provide direct instructional services or consultation for all identified students.
