Personnel Commission

Since 1966, Ocean View's Personnel Commission has ensured that fair and efficient methods are used to hire and retain the most qualified classified employees based upon merit and fitness without regard to race, color, religion, sex, age, political affiliation, national origin, or disability which may be reasonably accommodated, and with proper regard for their privacy and constitutional rights as citizens.

The Personnel Commission at Ocean View is an independent body made up of three community volunteers each appointed for three year terms. By law, one member of the Commission is appointed by the District's Board of Trustees, one member by the classified employees (California School Employees Association Chapter #375), with those two appointees jointly agreeing on the selection of the third Commissioner. To be eligible for appointment or reappointment to the Commission a person shall (a) be a registered voter within the jurisdiction of the school district and (b) be a known adherent to the principle of the merit system. Reappointment is conditioned upon successful demonstration and support of Merit System principles and practices. Commissioners serve without pay, donating their time and talents to serve the District, classified employees and the entire Ocean View Community.


Functions of the Personnel Commission

  • Authority for Personnel Commission functions is provided by Section 45220 through 45320 of the State Education Code and appropriate sections of the Government Code.
  • Prescribes and amends rules and regulations as necessary to ensure the efficiency of the classified service and retention of employees on the basis of merit and fitness. (EC 45260)
  • Establishes eligibility lists for appointment or promotion. (EC 45272 through EC 45284)
  • Maintains a classification plan which groups positions into job categories on the basis of assigned duties and responsibilities. (EC 45256, EC 45285, EC 45285.5)
  • Recommends salaries to the governing board. (EC 45268)
  • Investigates and conducts hearings on appeals of disciplinary actions and other matters within the Commission's authority. The Commission provides an impartial, neutral forum within, which many classified employee concerns may be resolved in an orderly, expeditious and cost effective manner. (EC 45305)
  • Establishes and maintains permanent confidential personnel records for all of the District's classified employees.
  • Serves as a resource to the District and C.S.E.A. Chapter #375, in their collective bargaining to establish negotiable terms and conditions of employment for employees in the C.S.E.A. represented bargaining unit.
  • Coordinates the administration of professional growth and service recognition programs and activities for classified employees
  • Provides for training of its own staff. (EC 45255)

The Merit System

The Merit System is a system of rules and procedures, similar to civil service, which governs classified school personnel. Its fundamental purpose is to insure that employees are selected, promoted and retained without favoritism or prejudice on the basis of merit and fitness.

Statement of Ethics

We, the members of the Ocean View School District Personnel Commission and Classified Personnel Staff believe:

  • In the American way of life and in its democratic form of government and will do everything possible to uphold, defend, and protect it.
  • That public school service is the noblest of all services; that stewardship is one of public trust; and, endeavor to perform our duties in a manner to bring honor and credit to education in accordance with high moral standards.
  • In being mindful of the public trust in the use of property and funds and will endeavor to protect and conserve them.
  • That public education is entitled to the best in competence, knowledge, skills, attitude, personal qualifications, and loyalty from its classified employees.
  • In equal opportunity for ALL and will allow ALL to present their qualifications under a system of merit selection.
  • That a merit system has an obligation to the citizens, to the peoples' elected representatives, to management, and to employees. In fulfilling these obligations, recognize the responsibility to accept changes in federal and state laws so that at all times the will of the people is dominant.
  • In acting in accordance with the best interests of sound personnel management; to refrain from partisanship and from pressure brought on by special interest groups; and to uphold the public interest as opposed to individual, private, or group interest.
  • In basing all decisions on facts in the interest of the merit system and not for individual gain or recognition.
  • That our obligation under a merit system is to provide uniformity of treatment to ALL; to conduct ourselves both on and off the job in such a manner as to create faith in the objectivity and impartiality of our decisions; and, to engage in no activity or enterprise which would impair this standard.

Personnel Commission Meetings

Personnel Commission meetings are held once a month, on the second Thursday of the month, at District facilities. An agenda for the Commission's meetings is posted outside the Board Room at the District offices and sent to be posted at each work location throughout the District. This Commission agenda includes the exact time, date and place of the meeting, together with all matters which the Commission plans to discuss and/or act upon at the meeting. Minutes of the Commission meetings are distributed each month to Board members, school sites, and each department throughout the District. Employees and members of the public are cordially invited to attend Commission meetings.


Professional Organizations

Each year the Commissioners and staff participate in a variety of professional personnel management activities to maintain and enhance their ability to administer the Merit System at Ocean View through the following organizations:

  • California School Personnel Commissioners Association (CSPCA)
  • Cooperative Organization for the Development of Employee Selection Procedures (CODESP). Robert Lee has served on the CODESP Board of Directors since being elected by the membership in July 1987. He is currently President of the CODESP Board of Directors.
  • Personnel Commissioners Association of Southern California (PCASC). Robert Lee serves as a Director on the PCASC Board of Directors.
