School Modernization Overview

The Board of Trustees adopted a revised Master Plan in July 2005. This Master Plan prioritizes the school modernizations that will take place during the years of 2005-2015. Harbour View School’s modernization was completed in 2004 and the first phase of Westmont School’s modernization was completed in September. The work accomplished at Westmont during the school’s summer recess included improvements to meet the Americans with Disabilities Act such as parking lot enhancements, retrofitted restrooms, new drinking fountains, and new doors and hardware. Other improvements included the replacement of gutters, and a new electrical system that will support the installation of an air conditioning system planned for Phase II. The construction contracts for Westmont School totaled $2,385,272 for ten multi-prime construction packages.


On October 18, 2005, the Board of Trustees awarded contracts for the Modernization of Village View (Phase I) and Marine View (Phase I) for work to start in June 2006. The contracts awarded for Village View total just under $1 million, and the contracts awarded for Marine View were 1.6 million dollars. The District is also planning to continue with the modernization of Westmont (Phase II) during the summer of 2006. Contracts began to be bid in February 2006.

Following the completion of Westmont, Village View, and Marine View’s modernizations, the next school planned for modernization is Oak View. The Board of Trustees recently interviewed architects to design the modernization of Oak View and other schools and the design work for child care buildings at Hope View, Village View and Star View Schools. PJHM of San Clemente and HMC Architects of Irvine were selected as the finalists. PJHM will design new modular child care buildings at Village View, Hope View, and Star View. The child care buildings will be 1920 square feet each and the buildings will contain restrooms to meet the needs of our very popular District Child Care Program.

Modernization projects require a 40 percent match of District funds and the other 60 percent of the funds come from the State. The District’s matching funds are generated from two sources: long- term lease income from ground leases to Wal-Mart and Lowe’s, and the sale of the District’s 15 acres on the lower mesa of the Bolsa Chica to the Wildlife Conservation Board. The long-term ground leases produce annual income to the District of $880,000 from two closed school sites. The sale of the Bolsa Chica property has generated $12.3 million. This plus interest will become available to fund the District’s 40 percent contribution to the modernization projects.
